A user wants the fira package, which I maintain, to
support LGR encoding. One of the design goals for my font
packages is to allow users to switch from traditional latex
processors to lua/xe-latex seamlessly.

Since the LGR encoding with type1 fonts translates Latin
letters to Greek, I conclude that the same should be
done using xelatex or lualatex. I presume the "English
hyphenation patterns" are used with pdflatex as well and
that the user is happy with that.
