For a single-user installation, the uninstaller is a menu item under
TeX Live. For a multiuser installation, use 'Apps Y Features' of the
Settings app.
If you somehow want to bypass these interfaces: the uninstaller is
<TeX Live Root>\tlpkg\installer\uninst.bat. For a single-user
installation, it must be uninstalled by its user. For a multiuser
installation, the file must be invoked with administrative
permissions.
